REQUIREMENTS:

Property must be located in the incorporated city of Pinole. 

Duct Replacement or Sealing: Up to $2,000

  • Efficiency and Equipment Performance Requirements: ≤ 5% total leakage.
  • Requires before and after photo submission of completed work with date and time stamp. Full application requirements can be found at this link.

Attic insulation: Up to $1,000

  • Efficiency and Equipment Performance Requirements: ≥ R-44. Requires finaled building permit. Projects adding insulation to existing insulation will not require a building permit. Instead, projects must include a signed affidavit from the contractor affirming the additional attic insulation meets the R-value requirements (≥ R-44) and includes date- and time-stamped pictures of the insulation project and R-value.   • Requires before and after photo submission of completed work with date and time stamp. Requires itemized invoice from contractor. Full application requirements can be found at this link.

Wall insulation: Up to $900

  • Efficiency and Equipment Performance Requirements: ≥ R-13 (2x4 framing) or ≥ R-19 (2x6 framing). Requires finaled building permit. Requires before and after photo submission of completed work with date and time stamp. Requires itemized invoice from contractor. Full application requirements can be found at this link.

Project cannot have any active City of Pinole code enforcement violations. Project must be compliant with the City of Pinole’s Sanitary Sewer Lateral Ordinance and Rental Inspection Program (rental units only). Prospective applicants who have a code enforcement violation or are not in compliance with the Sanitary Sewer Lateral Ordinance may submit an application so long as they can prove they are making a good faith effort to come into compliance.
